Are you planning on buying from the pet store? I would look into both breeds and see which better suits you and your family and then look around for breeders in your area. The breeder is your safer bet, money wise and health wise. all breeds are cute!

A shih Tzu would probably be easier. Most beagles and bassets are loud and need a ton of attention and are crazy dogs. haha. They're great and loyal and a real joy to have, they just take some getting used to. Beagles tend to bark bark bark, as well as bassets. But I guess it depends, the decision is totally up to you.
And it takes patience, someone will eventually answer you. You don't need to worry, especially since your post was still at the very top of the page.
You should never buy a puppy from a pet store. Many are kept in cruel and unhealthy conditions before they're ever brought to a pet store, and they haven't had good socialization. There's often behavior problems associated with pet store dogs, not to mention health risks from living in a kennel all their lives.
Almost all puppies that are sold in Pet Stores come from puppy mills/dog brokers. These breeders are into mass production of puppies, most of these breeders do not know anything about their dogs or genetic history. It is so much better to get a puppy from a breeder that is dedicate to a few breeds. I have met a lot of people with sick & genetically messed up puppies that came from Pet Stores. It is very sad. You can have excellent luck with your puppy that came from the Pet Store...but it is a huge gamble.
I have bought my dog from a pet store and, honestly, so far so good. I have taken my chihuahua to vet and got him his shots and thank God he is in excellent health! Of course, I did my research. I asked my friend from work and she bought her miniture pincher from the same pet store and she had her for a year and a half and she is in excellent health. The pet store I bought my puppy from is also a dog owner, in fact, she even takes her dog to work with her, so that makes a difference. My puppy is very friendly and behaves. Now and then he is stubborn, but no one is perfect. I am not saying that all pet stores are good because I have seen some shady ones. I have went to shelters, but the dogs were too big. My house is too small for a large dog. Also, I had tried to adopt, but that particular shelter never got back with me and were rude to my references. Do what is best for you, do some research, and always ask around for recommandations of pets stores and breeders in your area.
Never EVER buy a puppy from a pet store. Adopt a homeless dog from a shelter. 'they are all too big' is a very lame excuss. There are all types of dogs. My dog is a small-medium dog, and is from the shelter!
Not to mention, my mom had a cocker spaniel named Jiggle. He was a greta pup...a petshop pup. He got bought right away by them. But they knew little about dogs...A few months later, he turned vicous from something called 'inbreeding' puppy mills tend to do. He was gentically messed up. My parents were REALLY attached to him, but had to get him put to sleep. This also happened to my grandfather's beagle.
First of all, it is not a "lame" excuse. You must have a large house and large backyard. Why would I buy a large dog if I didn't have enough space? It wouldn't be fair to the dog! Hey, I was just sharing my opinion. I am not an advocate for pet stores. I was just sharing my experience to help someone out. At the end of the day, we all have different opinions. I respect your opinion. Please respect mine.
I am pretty sure there are small dogs, but most of the shelters I vistited had large dogs. Buying from a pet store was a last resort. Like a said, a coworker of mine knew I had been looking for a chihuahua for months and she told me there was one at a pet store, by the way she is a very good dog owner. When I saw my chihuahua, it was love at first sight. Corny, but true. I just think it is unvalid to write that all dog owners who buy their dogs from pet stores are bad dog owners. No hard feelings:)
Amaro76.... Some large/giant breed dogs do great in small places. Take my dog for instance. I have a 150 pound Great Dane that would do great in any size place be it an apartment or small house. He is nothing but a couch potato and we go on a 30 minute walk everyday plus we play ball for about 15 minutes. Plus we live in a small 2 bedroom house. And another dog that would do good in small spaces would be a English Mastiff. My sister has a 6 year old Eng. Masitff that has always lived in an apartment. And she is by no means bad off. I'm not saying go get a lab or border collie and throw it into a apartment but there are more large breed dogs that would do just fine in a small space.
