I would trap him in a live trap and take him to a wildlife/exotic vet. Make sure you have a vet ready first. It could be many problems from fleas to mange and everything in between. Get it checked out though.
I am proud to say that "SOME OF US OVER HERE" keep our racoons for pets. There is not an obvious ulterior motive, that you seem to always be on the look out for. My racoon is my pet, he will never be hunted or tortured, or worst of all eaten. And he has never been dipped in oil!!!!! Now, to address the question at hand, if your coot is with a female, she could be coming into heat, they get riled for some reason over that, or the others could be picking on it which could be making it nervous. If they are enclosed togeather, try to seperate them. Good Luck! p.s. I don't think anyone with evil designs on their coon would worry what the tail was doing
