Well it probably was his dog you think? Maybe not, but if he knew about it and was looking for it, it probably belonged to him or someone he knew. Too bad you couldn't have took it. The poor little thing will have a bleak life ahead.
Taking a FENCED dog is absolutely THEFT! But if this puppy was loose running in the street or something along those line's I'd take one in and try to find the owners. Kinda sounds like what you're talking about, is more like you think something bad MAY happen and you want to take the pup before it does. That is stealing.
Not to sound harsh, but you don't know that the mom is a fighter based on scars. Cockerlover's dog's has scars from a previous owner's abuse. The momma could be a resuce.
The chain issue is touchy. To me I don't automatically assume if ANY dog is chained that it is aggressive. I am ususally hoping it's more like the owner is well aware of the stereotype's and is being responsible for their dog.
You just never know. If you want a pup, save and purchase one.
I detest seeing those giant chain link collars too.. But some people like the look, and they can be purchased where they are actually made for collars and are more lightweight than they look. I still cringe when I see one.
Lots of people have dogs with lots of scars. Manson is very scarred from 2 fights that he got into with Bosco. He was very hurt and we took him to the vet and got him fixed up. People also have rescues that may have been fighting dogs but are now living the sweet life with a family that loves them. But the physical scarring doesn't just go away. If someone stole one of those to make it's life better, it would NOT be in the best interest of the dog and would cause a lot of heartache for the family. I would want to hurt someone who stole Manson because he is scarred and must be used for fighting! I would certainly call the police and do my best to have them prosecuted.
The dog was out, yes, but his owner was right there looking for him... If he had snatched up the dog and kicked it, that would be a different scenario.
Basically, you must be very sure that something bad is going on before you ever go as far as to steal a dog.

Agree with Shiny.. hate those chains ( a Lot) .. so stupid people even would think of using those! And true some have scars from other things that have happened to them … not just dog fighting… heck, maybe he had even rescued that momma from a life of… who knows… And the guy was right there looking for the puppy… so…
You have to go with your best judgment on this… with what you saw…and gut feelings…
If it were me I would check on the puppy and momma .. every few days.. until I felt that everything was okeeDokee... and no fighting or that such was going on…
ahahah oh well i guess that that might be true to tell you the truth I havent seen those dogs in a while now.. Not for walks or in the backyard I walk my puppy about 4 times a day and I am outside for most of the day lol I have never seen them on a walk or anything :P Oh well
