Well, my neighbor has an 8 year old female yellow lab. Her name is "Casper". They have led me to believe that they took really good care of her for the "puppy years" of her life. (8 weeks-3years) However, after she got older, they decided that she sheds too much to be let into the house. So now, Casper is stuck outside no matter what temperature it is. Now, I live in L.A., and the weather around here changes pretty fast. During the winter, it can get down to 50 degrees, and last year it even snowed a little. Summer temps. are usually 80-100 and up. I've never seen her inside. She does have a dog house, but it's an old plastic type, that doesn't have very much ventilation. Often times, I will come home and see her lying on top of a big pile of rubble that they haven't cleared out of their yard for God only knows how long. She's going into her senior years, and is without a bed. I'm pretty sure she hasn't gone to the vet, or anywhere for that matter, for a couple of years at least. She has food out, but it is some unknown brand of food. Before this, they were feeding her Euknaba. She almost never gets walked. For water, they expect her to drink out of their less than clean pool. She also has a chain in her backyard. Thankfully, I've never seen her tied out. Their backyard is around 4500 sq. feet, but most of that space is taken up by the pool. There is no grass. Only concrete and brick. Casper is slightly obese. The only chew toys she has is an old bone.
I want to do something for Casper. I'm still in school, so I'm thinking about putting flyers up in a couple classrooms asking people to donate a few bucks, or their spare change from lunch. Anyone have any input? I don't want to call animal control, and report neglect of an animal, because my neighbors are close family friends. Also, because of my age, I highly doubt that they will take take anything I say to them (or write) into consideration. They would most likely take it to be offensive, and have my parents rag down on me. I really want to help Casper. Am I just being nosy? Well, I don't think so. I'm going to get her a Kong when I buy minnie's.

you sound like a very kind hearted person. i think that dogs need plenty of room to run and deseve fresh clean water, but some people do not think that way. i think of my dogs as my babies, some people love puppies but when their grown its over.but,,,,why would you put flyers up??? what would you do with the money??

I feel for you I really do. We have the same sort of situation in the yard behind us. Only this dog is kept in a 3X5 chain link cage,,all the time. Everything else you say,,,well, I could have wrote it.
And their right,,,nothing they can do. She has the "basic" necessities. I called the spca, animal control, and then finally the police. Animal control came out and said they saw no violation, and the cop gave them a lecture,,"educating the public" is what he wrote. That's as far as it has gone,,
Sad I know,,but not everyone spends time with their pet playing, bathing,petting,,,etc..but, it's not a crime either.
Well...*sigh I give Casper water daily. (FRESH water) I also want to get her one of those gel beds. The ones for older dogs with joint issues. There rather expensive though, and I was wondering if anyone had any gel beds in the past. Are they a complete waste of money, or do they actually give some additional comfot?
http://dogsdeservebetter.com Try contacting your area rep from DDB. They can send someone out to give the neighbor flyers and try and talk them into either bringing the dog inside or giving her up for adoption (to them).
ARRGGHHH! I tell my mom some of the ideas that people have given m,e from TP, and she says " You better not do anything like that. They're are next door neighbors." JOY. So know I'm stuck watching Casper live out her life in misery. Thanks to everyone, but my mom doesn't want me to do anything to help Casper. It's all about people relationships... >:0
I have a very similar situation by my house! It is a small black lab BUT we live in Northern Illinois and it can get down right bitter cold- well into the negatives with wind chill.
The dog is never allowed inside- rain, sleet, 100+ degrees, or negative temps this dog stays out. They have a tiny little dog house that I doubt the dog can fit in and have never seen it go in there. When its really raining or snowing hard he climbs on their rock border so he can get a little protection from the roof overhang.
VERY SAD situation. I was told as long as he is fed, watered and has a shelter (doesn't matter the size) there is nothing that can be done.
I hope yours has better luck! Sometimes neighbors can be very trying to say the least.

So give me the address and I'll call DDB. They can just mail them packets if you want. Around Valentines Day they send valentines to people saying "please bring me inside" (from the dogs point of view). I had tons of them sent to my neighbors. Some actually brought their dogs inside. YES! (they dont know who sent it)

okay, so are they just going to get a pack of papers that will hopefully convince them to bring hetr inside, or a complaint? Sorry, I'm a little a hazy on what would happen. After all, I don't want to cause too much trouble. Somehow my mom will trace it back to me and then...well...we'll see if I'm ever on TP again.
From my understanding they usually send a packet out to the person about information about why dogs belong inside. Although you should contact the area rep for your area first to find out what they can do. You can do that by email.
okay, well lifeofriley, I think I'll wait until the rep. in my area tells me EXACTLY what they are gonna do. After all, my moms temper is NOT something pretty.
