If the neighbors are family friends, then why dont you bring over an old comfy dog bed, and say that you just got a new one and didnt want to throw the old one out and that you wanted to see if they would like to have it for Casper.

Someone down the road from us was keeping their dog chained to a dog house during one of the coldest winters we have had, this was a small dog at that, and his water was always frozen. One night I left an anonymous note in their door lecturing them about the neglect of their dog and I telling them that if I see him outside in those conditions one more time that I would take him and they would never see their dog again. I never saw him chained to that dog house again. They either keep him in the house now or got rid of him which couldn't be any worse than the life he was living.

If you are on good terms with these people maybe you could volunteer to walk her and play with her. You might tell them it's a community service project for school. At least she'd get some love and time out of her hell,even if a few minutes a day
