How long have you had the dog for that it's been doing this? 2 months it's pretty young, it likely lacks the ability to know it has to pee. I've know abused dogs to clean up accidents because they've been punished in previous homes, but the dog is way too young for that.
Its not totally uncommon, you should be superviseing all the Movements anyways, so after the puppy has gone remove the urine(or the puppy), if the puppy is allowed to continue it could become a habit, but I doubt it. Simply distract the puppy away from it with something to chew or lick.
That is rather strange and definitely should be followed up at the vets office. I know it is a lot of work to follow your pup around to clean up the urine right after your pup tinkles, however that along with putting the water dish there so your pup might be more inclined to go for the water in the future rather than it's own urine.
