i have a four week old shih tzu puppy i cant seam to get him to go on the papers or outside he gets a lot of attention for us please help

You have a litter of puppies? Or a single puppy. How old?

a 4 week old puppy will not be able to understand to concept of potty training, let alone go on paper yet.

It should barely be eating soft food, is it still nursing? It's not going to be ready to train for a few more weeks as it is just too young.

well I had the same trouble with my dog and I got some excelent advice, when your ready to start training the puppy keep the puppy on a leash and keep him with you at all times in the house. and when the puppy looks like it needs to go potty then take him/her to the place that you would like for them to relieve themselve. I have been trying this with my chihuahua and it has seemed to work pretty well for her.
