Hi, One of my pugs has this, it is when the eyelid, for some odd reason, did not split correctly in utero. No big deal, the Vet can lance it in a minute. I was worried and my vet assured me that it is common and nothing to worry about. It doesn't even need to be corrected unless the hair goes into the eye, because it can scratch the cornea.
Daisy has someething kinda like this on her eye lid- the vet siad her eye lid is turned under instead of out and her lashes irrated her eye and looks like she has a lazy eye lid but the vet siad she would out grow it and it has gotton better but now her eye coloring is way differnt then the other eye- around her eye the eye lid part is black and white all the way round the lid part when you look at her its so noticable- very werid. it will always be like this - the vet said she isnt blind i dont know why the pigment is so werid on this eye.
