Are the vets suppose to weight the dogs before giving a rabie shot to see how much to give them?

No, rabies vaccs for dogs is a standard 1cc. It doesn't matter if it is a 4lb chihuaha or a 150lb great dane.

even goats get 1cc horses get 2 & I would think cows do also

My vet always weighs the dog first.

Generally the vet will weigh the dog, but that is to keep a record from year to year because drastic changes in weight can indicate other medical problems. It does not have anything to do with vaccination dosages.
