Leave him alone. If you go get him or give him attention when he cries, he will learn that him barking/crying will get him attention, resulting in a dog that will not be quiet. It's like a baby. As long as you know he's relieved himself,has had water/food, been on a walk, leave him alone.(Also, is he a puppy? If so, he may be teething. Try giving him/her a frozen wet towel. The cold will help with the pain of teeting.)
