To start - there is no such thing as a Teacup Yorkie. A Yorkie is a Yorkie. The word teacup is tacked on by money grubbing breeders trying to make something look trendy. Yorkies are already really small dogs. When purposely bred down they actually tend to have more health problems.
The best way to make sure a breeder is legit is to use a breeder who shows in the AKC conformation ring. It's hard to fake being a breeder who shows and they usually have many references - including from a kennel club they are a member of.
You also want them to do some health testing. This also makes it easy to verify they are legit because you can go on the OFA site and type in the sire/dam's name and see their results.
Good, responsible breeders who show usually charge about the same as the "teacup" breeders... they just use their money to make sure the quality of their breeding program is high - NOT to buy a new washing machine or pay their personal bills.
