Sorry to hear of your financial dificulties, but IMHO you need to make another visit to your vet. Gooey wet and hardly walking indicates infection, and needs to be addressed sooner than later as to not spread and become alot worse! If you really can't do that, I would suggest polysporne antibacterial ointment on it, but it is unlikely that this will clear up an advanced infection. Your best bet would be to see your vet. Good luck and let us know how things turn out.
Bullies are famous for this. What do you feed him? For now, wash his paws in a bath of epsom salts, and then dry them, very well. Apply a thin coat of desitin, or any zinc baby cream, in between his paws, and then douse the whole foot in gold bond powder. If it's his diet, raw can sometimes be the answer, but keeping his feet scrupulously clean, washing the salt from the roads off, and keeping an eagle eye out for any soreness. Unfortunately, he may have demodex, or an infection, what are the soles of his feet like, are they cracked? Give this a try, and always pay close attention to any folds in his skin, especially if he gets wet. I hope that helps. If none of this works, don't let it continue, a bottle of antibiotics and some antibiotic cream are not too expensive.
