About a month ago, I was out walking my dog when this adorable chow mix puppy comes running into the street. There were people in a nearby yard who did nothing but scowl at me. I assume they were the puppy's owners. This (human) behavior is all to common in my neck of the woods.
Anyways, last night this same puppy comes up to me in my yard while I'm out with my Maltese. She was a little shy but did warm up to me. I'm guessing she is about 4 or 5 months old. She was covered in burrs and filthy but well fed. I reluctantly decided to leave her outside and hope she would return home. I feel really conflicted though. Her owners obviosly have no problem letting her run loose and they're not grooming her either.
I would really like advice on what to do. Should I call AC, try to take her there myself. Should I take her in and put an ad in the paper. I'm considering taking her to AC and letting them know that I would be willing to adopt her if her owners don't show up. I've also thought of putting a tag on her collar saying "if this is your dog and you don't want her I would give a great home."
In my area people think it's perfectly fine to let their dog run loose. Many get a puppy every year and when "the cute wears off" the let it runs loose until it "dissapears." I even suspect a few of deliberatly putting their dogs on the street. I would hate to see this puppy end up being hit by a car or roam the streets until she no longer trusts people. I don't want to be accused of stealing her either.

does the dog have tags or a collar? if there is nothing identifying her as someone's and she's wandering into your yard, i don't think you'd be accused of stealing. what you can do is call AC and let them know you have the dog and will care for it if/until owner's claim the dog. That way you will have done the right thing in reporting a lost dog, and if no one comes looking, you can continue to take care of the puppy.

I wouldn't assume the people in the yard who scowled at you are the pup's owners. From their reaction to the pup going to you they may have been under the impression YOU were the neglectful owner. I'd certainly make an effort to notify animal control that you found her and to find the real owner by posting notices. If you can't keep the pup for any length of time please turn her over to the nearest no-kill shelter.
You could take the dog in, feed her, groom her if you want, then keep her chained in your front yard for a week. The owners will either come and get her, ask you why you have her or do nothing. After a week if she is still there, she's yours. They could have found her.They could have taken her. if they did not, they just don't care.
Unfortunately if the dog has a new collar and scowling owners it's not a stray but just has bad owners. But if they are not properly grooming the dog or keeping her in their yard most states have leash laws and if the dog is severely matted and has burrs that are more than it just took a quick run outside I would call the AC. Since you have a vauge idea that the puppy is theirs; AC can at least investigate since it is a form of animal abuse/neglect. That way this puppy that seems to still be good natured can hopefully find a good and loving home through the shelter before she gets hit by a car.
