For fun and for excersice I let my sheltie (Sam) chase the water he has a great time and so do I (but) my neibor came over yesterday to inform me what I was doing was very bad. He said this because sam was barking and chasing the water. Sometimes he doesnt bark and chase the water and sometimes he does. This was play time not training time. I felt we both needed fun ways let him get his energy out besides walking. We also take walks and he chases rocks, birds, ducks and rabbits. Is this ok to do with Sam

Shelties like to chase things, it is part of being a herding dog. My mini aussies love to play in water, so they have a baby swimming pool to play in when they are outside in their yard. They love to play with the hose, and I find it perfectly normal. I do not let them chase the wildlife though. I do take them to a place where they can herd sheep. They have a blast. Your sheltie may enjoy doing that also. Do some research online, and you could probably find something in your area.
