Yes, it is POOR breeding. Seeing that the parents are pet shop puppies, they are puppy mill dogs. Dogs are not 'made' for each other. She is too young to boot, do right by your girl and have her spayed. I can understand the anger shown by the first vet.
Pet shop= puppy mill, period. Good breeders DO NOT sell to pet shops. If it was in a pet shop, it came from a puppy mill. Out of state makes no difference here, many do get transported state to state to be sold in pet stores. Just because she has papers does not mean anything. Puppymillers DO have registered dogs. The fact you have the name of the parents, means nothing unles you personally go to that breeders house and visit the premises. You will be saddened to see where they came from.
Reputable breeders who breed quality dogs, do not seel through pet shops. So, yes, while the answer is not the one you wanted. IMO your best choice for your girl is to have her spayed. Not only because it is high risk for her to whelp pups at such a young age, but the fact of where they came from. You have no info at all on the health testing of the parents or what kind of background you are breeding.
I guess then since this wonderful breeder , whom sells her puppy to pet stores, she should be answering these questions about pregnancy for you. If you have spoke with her, and she wanted her left unspayed, why is she not telling you what you need to know about this?
You asked what you should do for her in regards to this pregnancy, I answered. IMO considering the situation, I would spay her. Agree or not, this is an open forum that you posted to, so people will post their opinions. Possibly someone else will answer later that agrees with you on everything.
Human abortion issues and dog breeding are two very different issues, and this is not the place for human abortion discussion. Humans have the ability to make their own decisions and choices in regards to children. Dogs cannot, they rely on us to do what is best for them, unfortunately not all dogs end up with owners who have their best interests in mind.
I'm sorry I'm not a ****** who thinks that all dogs must be perfect in order to be in this world. I contacted the breeder in order to set it up that she be sent to the pet store so that I would be free of shipping charges and recieve a month free in vet examinations. Like I said, I'm friends with the pet store associates and very persuasive. I have lost contact with the breeder because she no longer breeds and apparently turned off her phone service. I tried to get ahold of her. Xander's breeder sent him to a family here but they had a new baby so they sold him to the pet store instead of returning him to her (I think to avoid shipping fees) and she was very upset when I called for family history.
P.S, I'm arguing because you seem to think you know absolutely everything when you don't and because I still have yet to get the answers to my question.
However, I don't want them anymore.

the more you post, the more it seems you're making up your story as you go along.
If you purchased your dogs with the intention of breeding them, I'm surprised that you haven't done the appropriate research needed to properly whelp a litter of puppies, thereby, making this thread unnecessary.
The best thing for Zoey, would actually be to spay her. She's far too young and small to be having puppies, especially since you're so unfamiliar with the whole process. Are you willing to put HER life at risk for the sake of raising a litter of puppies?
I'd also like to add, that the fact that you've turned a blind eye to the number of dogs that are PTS each year in the shelters for your own selfish wants(having a litter of puppies) speaks to how uneducated you are regarding the issue of breeding for the betterment of the breed.
You have enemies? Good! That means you've stood up for something, sometime in your life.
* your post had to be edited. There is no curing permitted on the forum, we do have children who are members here a well.
No, I do not, and have never claimed to know everyhting. I, do, however know about breeding and whelping, whih obviously you do not, seeing you are the one here asking the question.
You, did, receive an answer, as I explained before. I told you what I would do in 'my' opinion, that is an answer. I also mentioned others will post and some of them may agree with you. My answer is not the end all, be all of the world, but it is my personal opinion.
If you are going to choose to come to a public forum to ask questions, be prepared for a vast array of opinions and replies. Learn what you can from what is given and make an informed decision from there.
I did not reply at any time a dog had to be 'perfect' to be bred, Anyone who has shown will tell you there is no 'perfect' dog. They should however, be of 'quality' in comparison to their respective breed AND be cleared of any gentic defects before being considered for breeding. There is so much more to breeding than seeing 2 cute dogs and making puppies.
babycakes, you asked what you should do for a pregnant dog. Start feeding a very good quality food, if you're not already. Take her for a puppy count towards the end of her pregnancy, especially since they only tied once. She may have 3 large pups. At her age it is not safe to deliver any puppies, and she still may need a cesaerian section. You should have a brucellosis test done on your male, even though it's a bit late, but at least you'll know. You mentioned that your male is full grown, he's not full grown and should not be bred until the age of 2. The same goes for your female. Just realize that you are endangering your bitch's life by going ahead with this. If you're going to breed dogs, please find a mentor, and learn everything you can about this breed, and about breeding. I won't comment on the way you acquired these two dogs because you obviously don't care about where they came from. Why did you ask about immunizations, are they not up to date?
You asked for advise and got it-a lot of good advice to. The right thing to do is not breed these dogs. IF they were health tested and shown then go for it(if she was old enough to carry without the horrible health issues it will bring onto her body)-but I don't see that happening.
Whats the breeders name and location?
No good breeder would ever send there dog to a petstore-even for them just to hold it. They know how horrible pet stores are.

Quote-"It came as a surprize because they had never shown signs of this behavior together before. Xander had always treated Zoey as his puppy playmate."
You were expecting him to buy her expensive jewelry or perhaps introduce her to his parents first?
Let me just add that you are ignorant as hell, and it shows. The best thing you could do, would be to shut your mouth for a minute... drop the defensive position and listen to what people who may know a little bit more than you on this topic (heaven forbid) are trying to tell you. They are not trying to personally tear you down, they are genuinely concerned for the well being of your animals. If you also are, you would be asking more questions about why we think it so prudent you spay this dog rather than ignore the advice having been given and constantly regurgitate your own selfish wants and feelings.
You are the one who has the abrasive complex, thinking you know everything unfortunately your dogs are paying the price.
Do you know that with her being a puppy herself and with this being her first heat, you chance losing her along with the entire litter? If they do make it full term and are delivered, she may kill them or reject them and you would be stuck hand raising these pups when you know absolutely nothing about breeding, though you claim having done your research.
Get a clue and stop equating natural animal behavior to humans, it's just plain weird. I hope your dogs survive your stupidity, because you're killing me.
