You might try using a prong collar on the dog jumping around. You also might try taking two differant walks each time with a differant dog till you get them both managed durring walks and then walk them together again. Good luck.
I love German Shepherds and will always have one with me for the rest of my life!
This is a common problem when walking 2 dogs at once only if they haven't been trained- seperately- first. I know this may be a challenge for your time but it is really the only way to address the behavior you are experiencing.
First train BOTH of your dogs to sit before you open your door, ANY door. This will help to settle them down before you go out and will have an impact on how they act outside.
You will need to train them to walk on opposite sides of you at all times. Even when you walk only one dog at a time they MUST be on their side of you and not allowed to move to the other side.
Begin by walking the most (aggressive?) acting dog so you have energy left to walk the other later on. Get a friend with a dog to help you with this training if you can. It will be much easier if you 'set him up' for this training.
As you approach a person or another dog, turn his head away from his target, stop and command him to sit- make him sit. Do not move until he is quiet. If he refuses to sit, turn him again away from his target and command sit again. Keep his mind and his EYES off of what he has targeted on.
When he is calm very gently praise him and move off on your walk. EVERY time he targets something, turn him then sit him. Wait for him to calm, give light 'unexcited' praise and move on.
I hope this helps. Happy training
