I was given an AKC lab puppy from a friend who in turn had bought at a local breeder. Looking at the papers I noticed that a section was blacked out that says "not for breeding". If I am guessing, that would mean I could not register the puppies if I chose to breed her with my existing AKC registered male. Am I correct?
Yep your right, the breeder sold her as a non-breeding dog, why not neuter and spay them and have them as loving pets? Are you aware that there are over 22,000 Labradors on Petfinder right now looking for homes? Many of whom will be euthanized.

While I did not see nor delete your comment, nor do I know who did,
I was informed by those who DID see it that you (in jest or not) suggested the OP do something highly unethical, perhaps even a tad illegal. Since it's difficult to determine if someone is "joking" by their written words, your suggestion just might encourage others to violate their contracts as well as alter and/or forge legal AKC documents.
