As most of you know, I have 6 Chihuahuas and a Pomeranian. None of mine are snippy and don't try to bite anyone. However, they are around my Grandkids and we take them walking every chance we get. shih tzu is what I have. Small, very lovable, likes to cuddle, easy to spoil. I think small dogs get their nippy reputations because they are so easy to spoil that some people do just that, and they turn into little brats. Whatever small dog you get, treat him the same as you would a big dog and he'll be fine. Set limits and stick to them. Don't let him get away with stuff. I also think all little dogs are a bit harder to housebreak, you have to be diligent in getting them and their little bladders out frequently.
I would say, Shih Tzu, Schnauzer, Lhasa Apso, Poodle, Norfolk Terrier, Norwich Terrier. There are many more. Try looking on dogbreedinfo.com Maybe they can help? Pomeranians are great too, except that you might step on them because they like to run around your feet!
