Brandon......you may need to make a gradual change of the litter box. This normally isn't a problem with cats, but in some cases - they freak when something gets changed. What I would do is go back to using the old litter box....for about a week.....then change to the new litter box without the top....for about a week. After they get comfortable using that one....then place the top on it. See if that works. And by the way.......my cat follows me everywhere too....even to the bathroom!!! If he's meowing alot he may just want some extra attention. Cat's only meow to communicate with humans - not other cats.
I still maintain that a squirt bottle with vinegar in it gets any cat to stop what it's doing. At least for the time being. And I'm getting in shape from constantly chasing mine around the house to try to squirt it. lol :) I would go crazy if a cat kept peeing on my carpet. A dog is different. They don't know better and have to be trained. But a cat almost trains itself to go in a litter box, and once it has, there is no excuse (except medical) why they should go on the carpet..ick.
