No there's nothing wrong with entering your dog in obedience and agility. In fact it's really good for the dog.

You can get a humane trap, trap that cat, and if you know it's got a home,take it there, and if not take it to a no kill shelter.

The fluid accumulating in her belly is called ascites. Normally a vet would prescribe a diuretic like furosemide (lasix). I'm not sure why he has'nt done that. Has your dog had surgery?

It would cost you far less to drive to a rural vet, and have this surgery done. My vet would charge about $500.00 for the surgery.

Is your dog leash trained? If not, that would be a good thing to start, then you could take him out for a walk and expend some of that nervous energy.
