Please get to a positive reinforcement obedience class ASAP.
If you can't do classes, please read "When Pigs Fly" by Jane Killion. Lots of great training tips in there.

As soon as he comes out of his crate, take him outside. Then, give him a treat and high praise when he goes potty outside. He will eventually 'get it'.

What time does he go to bed?

I have large breed dogs, and at 5 mos, they need to go potty every 4-5 hours. I think that for smaller breeds, it is less time before they have to go outside.
