I've been told by breeder that 3 months after a heat cycle is best for my pugs. Mauser tends to go into heat every 3 months. When should I do this?

I finished this book a few days ago. I do enjoy the author and make a point to purchase his new releases. This one was very good. I do wonder if he is involved in rescue or perhaps received his dog from one.
