Vomiting and drooling. Sounds like he ate something that didn't agree with him. Watch him for any sign of deterioration. Encourage him to drink water. See if he can keep that down. If he worsens, you know what to do!

Dogs have an anal nerve bundle at the base of the tail. His inability to defecate normally and the "weirdness" with his tail may indicate a problem in this area.
