kaiskingdom- i agree, that you wouldnt get 'emotional' damages from a jury, but even $3000-$5000 for your vet bills and cost of dog, plus to have your legal and travel fees paid, it would be worth it to me. althoug you could file in the jurisdiction...

a civil suit would be worth it if: you got a lawyer who thought you had a strong case, and agreed to fight for your legal fees also. that way if you won, youd get a settlement and have your fees paid. this is a common practce in civil court.
