i would definately file a complaint with animal control/spca or whoever controls that. you don't want to leave that other dog in the same bad situation

they are probably fine till you can get them to the vet. (i'm not a vet or breeder so i wouldn't know haha) i would ask the vet about those other questions you have though.

i think you might have to keep an eye out for the owner. isn't there a law against dog roaming? like a leash law? they have one in my area.
maybe you could report him or something. every dog (pet) deserves to ha...

a lot of them don't update their websites very often (which is what i've found) so you might have to call/visit them (like make an appointment).
