I don't have any practical experience with this, but a couple dog training books I have read encourage you to teach the dog how to "speak" on command. Its supposed to teach the dog that its only supposed to bark when you tell it to. At least that'...

Sounds like the reporter used the police report as the only source. I doubt the cop would have typed up, "Then I shot the terrier..."
