You shouldn't take your dog to a vet you do not trust 100%. I would never go back to a human doctor I had a bad feeling about. Time to get a second opinion.

You may never get your cats to love the dog but I'm sure the dog would tolerate the cats since he would be raised with them. A new dog might create a lot of anxiety and chaos and peace may never be achieved.
