Your dog might be younger than you thought. They mature at around a year and a half, maybe more. Your dog also may not be purebred. She might have part of a smaller breed dog in it's blood. Either that or his growth was stunted. Did you feed him pupp...

Honestly, even though certian breeds have different characteristics, not all of them are alike. She might just like being quiet. Every single dog has its own unique personality. :)
