How long has your sister had the dog? Did your sister get this puppy from a breeder? If so, might she be able to get a blanket or a stuffed animal toy with the mother's scent on it? That helps somewhat with the transition. The other part is that ...

Cuba's father's color is blue brindle and his mother is brown brindle. He had a lot of blue coloring when he was first born but now he looks like your regular brown brindle with white chest. He is so much fun - most of the time. LOL

If when you're walking he's looking up at you while he's crossing over, gently bump him with the side of your leg (don't kick him! LOL) and keep walking. Tell him "heel" or another command that you're going to use when you're walking. After awhile...
