It's there own fault. The poor dog was probably wearing a choker collar. And if you buy the right type of collar, it won't happen. That is why Shadow only wears her choker while training, and at puppy school.

Smokey is inside, she is afraid of outside, and wouldn't let her anyways because it is dangerous. My friend's cat goes outside once a week for the day, but comes back at nighttime. If I get another cat, I'm doing that.

Well, with Shadow since she was abused, all we have to say is "BAD DOG!" and she crings and cowers. Then walks away.
