Blocked anal glands can cause an anal gland infection and can also require antibiotics. And if they abcess, things get really messy. Best to see the vet if it continues.

From what I have had friends experiance, I would not do the surgery. I would just let the dog live out the remainder of it's life as comfortable as you can. You might have them put her on Lasix just to help reduce fluid retention.
