Oh no. Actually one of the Humane Society of The United States (HSUS) main missions is to end all planned dog breeding. They have been very successful in their legislation in many States. The last being in Missouri just this past election.

If she won't eat even enticing food like canned or raw meat, you have a problem. She could have retained a puppy or placenta that is now giving her a raging infection. If that is the case she needs to see a vet or she could die.
