It is not uncommon for the source of the seizures to be unknown. Hopefully you can find an answer though. They usually do not start meds with a first seizure because it may be a one time thing.

I -who is super paranoid,don't take my rights away- have no problem with this.

There are already places where this has gone into effect,and many places where it was never the norm,and all it does is up the numbers adopted form shelters....
