It is only normal if they tell you in advance and put it in writing that this dog is sold as pet only and not to be used or breeding. and that you will get the papers after it is fixed.

The way I understand it is you can have 6 litters of 15 pups each with out a USDA license. However, if you have 2 pups in each litter, then you can have more then 6 liters until you reach a total of 25 pups. So you could have 12 litters of 2 pups e...
