I agree, we had the same problem once and it turned out to be a UTI. The vet gave her medication and the problem cleared up.

I agree with juno. I think that liability is a huge concern, and if whoever owns the property is concerned about liability, they should have the right to not allow these liabilities on their property. Some risks are just not worth it.
