Well said Deputy! With the three puppies I have in my living room right now I have noticed the when one is getting bit and yelps the extra pup attacks it too! Until like you said it growls and defends itself by biting back then it is all calm again!

Take him to the vet right away it could be a urinary track infection. It is easy to treat with antibiotics if it is caught soon. If not it can be very serious.
