I don't live in NY, but that is horrible!! I can't believe that the governor thinks that it is a solution to the problem. I hope that the people in NY take a stand against it.

I don't know if they register what I would call a mutt - but the ACHC is the American Canine Hybrid Club and they register what they call hybrids. The example on their website was:

I feed 2x's a day, now that they are older. As a puppy, though, I fed 4x's a day with the recommended daily amount divided by 4. I usually only feed 1/2 of the recommended amount at each feeding, and leave it until they finish.
