Daily grooming is probably the only thing that will help. See if you can make it a nightly ritual during the news, after dinner, whenever...Have your dog lay down and relax. He may learn to like it.

You should take him to the vet right away before the eye sustains permanent damage. The eye is the easiest parts of the body to be damaged, but it is also one of the quickest to heal. I would not wait, especially another day.
