Well, most of those complaints from the animal control guy are odd, but the one about number of animals would be an ordinance for the area you live in rather than the state.

Good breeders do genetic testing. They have health guarantees. They genuinely care what happens to their pups. Rescues usually care what happens to the dogs leaving shelters. They would make as good a pet as any other dog. They have been made ...
