Are both the dam and sire going to be newly registered fairly soon?

I wouldn't care if they are pet quality. I would still want hips and eyes certified. A good breeder breeds to better the breed not just to have puppies.

And some sort of decent health guarantee.

It would depend upon their lineage, and if the parents were genetically tested what a 'fair' price would be.
