It's really hard to tell from the pictures but he looks at least part yorkie. DNA is the only sure way to know though. There is a BYB in my area that has curly/wavey coated yorkies. Wish I was more help

It is not a yorkie thing, most small breeds are tougher to housebreak. You have to stay on top of it. Take him out very often, after he sleeps, eats, plays. Crate when you can't keep an eye on him and hang in there. He will get it right.

Is his hair curly or just wavy? Sometimes the hair takes longer to get long. Is his hair lighter color on his head then his body?
