I don't know what the vets in your area charge, but here a neuter runs from about $150 to $200 - so the price would be great here.

Your breeder sounds like a miller to me. Definitely disreputable.

I would tell you to love your dog as a pet and don't worry about the papers unless you want to show him. However, it doesn't sound like he meets conformation standards.
