Honestly first thing would be a full medical eval then if he is healthy, a behaviorist eval to see if training is even an option.

Tug is a wonderful game. While playing it however don't forget to also teach and out command and work on other games and commands. plying tug has nothing to do with making dogs be aggressive, that is a myth.

I suggest enrolling in puppy kindergarten classes and starting to work on obedience and NILIF training (just Google it for info) in the meantime.

Part of why pups should not be taken away that early is because they learn a lot from their mother and littermates such as bite inhibition.
