Normally, I would say that you should talk to your neighbors before you call anyone to give them a chance to do the right thing. But...since this is a Pit, and they obviously aren't handling him correctly, I'd call right away. Pits need to be in go...

Nerve damage does not always inhibit full range of motion. However...you have to cut pretty deep into the spine to get through all of the fascial/bone tissues and down to any nerves.

Have you tried gentle stimulation/massage of his hind...

I don't think that cones are cruel. They're necessary, as you've said, to prevent biting and licking to healing tissue.

She's not going to like wearing it...but it's not going to hurt her.
