Texas just passed the breeder license. That's only for BREEDING dogs. There is no license required for spayed/neutered pets outside of normal city license I think you're fine. Those laws are to prevent puppy milling..

I breed Dobies and yes, this sounds like either Color Dilute Alopecia or perhaps a thyroid condition. Being a blue, I would think it is CDA. very common in blues and fawns.
