about the non tipping bowls. i have found that the pails that can be clipped to the crate work best for water. they are like the horse buckets but smaller for dogs. absolutely tip/spill proof

have you taken him to the vet to have his eyes checked for infection or ulcers? in a lot of little breeds eye tearing is normal but he may have a clogged tear duct also. you need to be careful what you use around the eyes. you can use saline solution...

the clinic i work for has a policy that if you are on heartworm preventative year round with no missed months we will test every other year. we have seen two cases this year so far. both were shelter dogs that had been adopted.
