I have not read this entire thread... nor will I honestly because I'm tired of reading about "those nasty pitbulls". I ask you to consider this from any dogs standpoint.

tie bells to an area that leads to the stairs. Everytime that you take him out - ring the bell and say "outside". He'll come to associate ringing the bell with going outside. Remember to praise him when he goes potty outside.

I might also suggest that you get some natures miracle and treat the concrete where she's peeing - several days in a row... that will help to rid that area of her scent.
