she may be doing it out of instinct to let her pups know she's around, or maybe she gets too stressed being away from them and *relaxes* when she's inside near them.

Your best bet is going through a realtor or trying to find a rental on craigslist.com

You can search for pet friendly apts there. Although size might be an issue. It's not impossible, but will be a lot of work searching for a place.
