After they sleep, after they eat, after they play,YOu take them out. I would take him out on a leash and make sure he realizes he is there to potty and not to play. Good luck !!! Make sure to praise that dog have a party when they do it outside :)

At 4 months old I wouldn't worry to much about training her to walk at a heel perfectly. The sessions should be really short and remember lots of praise and treats. Look up google clicker training it is so much fun and you will feel better using pos...
