To release the wheel from the bracket, pull down latch on the bottom of the bracket, raise cover plate and unhook at the top; wheel is then free. Unscrew cover plate and fill the chambers; put cover plate back on, hook the wheel on the top, pull down and secure to the bracket by pressing the bottom latch inward until it snaps closed.
